This is a monster symbiont with red wings and blue eyes. Symbionts are two monsters who work together to survive. The top monster has eyes and wings. The bottom monster carries the top monster around with his legs and feet. When the top monster gets bored he takes off with a toot and floats on thermals like a smoozy blue eyed buzzard.
